I’ve recently bought the Blockbuster Rental version of Harry Potter and the Half-Blood Prince on Blu-Ray. I know that there are no features on this version, but what I want to ask is if there is any difference in the video quality of the rental version and the actual release.
Like, perhaps the rental version is just a burned Blu-Ray?

I’ve never seen anything to suggest the film (main feature) is different. That is related to the lack of extras on the rental copy. Personally I refuse to rent cut down versions and complain when I see them. Luckily Blockbuster Canada doesn’t seem to have gone that way … yet.

Rental versions are manufactured the same way as those for sale, but in batches that are specifically made & labeled for the rental company, such as NetFlix & Blockbuster.
