I have been looking at schools such as CSU Long Beach and CSU Northridge, which I have heard have good film programs. Are these programs taken seriously in the movie industry? What schools near Los Angeles are good for getting you a job in the movie business, preferrably directing?

USC and UCLA – but only for graduate school. You should get your undergraduate degree in some other field and then go on to graduate school in film.
